1799. Following the coup of 18 Brumaire, Bonaparte, now First Consul, made restoring civil peace in France and reintroducing the Catholic faith his priority. To that end he needed to renew ties with Rome, where a new pope, Pius VII, had just been elected.

After long and difficult negotiations between the two men, the Concordat would revive the Church in France. And in 1804, Pius VII agreed to come to Paris to crown Emperor Napoleon I. But discord was quick to set in when the latter decided to include the Papal States in the blockade he was imposing on Europe. The Pope resisted. The situation worsened. Napoleon ordered the military occupation of Rome and the annexation to the Empire of Ancona, Macerata, Fermo and Urbino.

A misinterpreted order or a general's excess of zeal? Be that as it may, the Holy Father was arrested and held in exile, first at Savona, then at Fontainebleau until 1814. But this was a battle the Emperor was not certain of winning. He whose tactic consisted in bringing the enemy to fight on ground he had chosen found himself obliged to wage war on unfamiliar terrain: the spiritual.
