This question was raised by the Constituent Assembly, which had just abolished all orders of the French monarchy by the decree of 30 July 1791. The Convention decided by decree (confirmed by the consular order of 4 Nivôse Year VIII — 25 December 1799) to adopt this text.

This volume examines the traditional military practice of awarding personal arms as a distinction, from the Revolution to the Consulate — a practice that would ultimately lead to the creation of the Légion d'Honneur.
