As a consequence of the disarray provoked by the terrorist attacks that have bloodied the Western world, the effectiveness of intelligence services is regularly called into question. Is it really that straightforward, and first of all, how should their performance be assessed — according to what procedures, on what criteria, for what results — bearing in mind that, whatever happens, a risk-free society does not exist? The purpose of this work is not to evaluate the performance of any particular service, nor to catalogue hypothetical blind spots in information collection or in the work of analysts. Without claiming to exhaust the subject, it seeks rather to nourish the debate on the evaluation process and, in so doing, to propose an in-depth reflection on the difficulty of developing a method and a set of tools specifically dedicated to security intelligence assessment. Following a first part devoted to the concept of performance, the second part of the work attempts to outline a grammar of evaluation adapted to the constraints of security intelligence. Finally, the third part presents cross-cutting approaches to evaluation and performance.
