Starting from the premise that war does not permit all forms of violence, the law of armed conflict seeks to mitigate its harshness. This body of law is accordingly based on a complex balance between military necessity and humanitarian imperatives.
Upholding this balance is the dilemma with which the combatant, and above all the military commander, will be continually confronted. He must not only know what he can and cannot do, but also understand why certain persons and certain property are protected. If the teaching has not succeeded in instilling in the combatant a positive attitude towards the laws and customs of war, it will not only have failed to achieve its aim but will, worse, have reinforced the combatant's view that this law is not practicable.
